according to this poster this term is the catch all term for disabled people's "assitance dogs". spicifically (left to right):
もうどうけん (盲導犬) seeing eye dog for blind people
かいじょけん (介助犬) assistant dog for physical challenged people
ちょうどうけん (聴導犬) for deaf people
